With reference to your Despatch No. 184 of the

15th. July, I have the honour to submit for the signification of His Majesty's pleasure the following Ordinance intituled:-

An Ordinance to amend and consolidate the low relating

to "Chinese Passenger Ships", as defined by the

Chinese Passengers Act, 1855, and concerning Asiatic

Emigrants generally. o. 30 of 1915.

The roport by the Attorney-General, which is

enclosed, has attached to it a copy of the observations of the

Governor of the Straits Settlements on the Bill, a copy of which

was duly forwarded to him in accordance with your instructions. I

attach also a copy of my letter sent to Sir Arthur Young in reply.
